Dr. Zolana Rui João is the Founding Director-General of Angola’s National Space Program, where he leads the strategy and execution of one of Africa’s most comprehensive national space initiatives. His work spans satellite communications, Earth observation, digital infrastructure, and the development of NewSpace ecosystems that convert space assets into economic and societal value.
He has played a central role in flagship missions including ANGOSAT-2, Angola’s high-throughput communications satellite, and ANGEO-01, Angola’s first Earth observation satellite—establishing sovereign capabilities for connectivity, environmental monitoring, agriculture, urban planning, and disaster risk management. Under his leadership, space infrastructure is directly linked to public services, private-sector growth, and national digital transformation.
Zolana is widely recognized for bridging government, industry, and academia, operating at the intersection of policy, markets, and technology. He works closely with commercial satellite operators, startups, research institutions, and multilateral partners to shape regulatory frameworks and partnerships that enable sustainable NewSpace growth, particularly in emerging economies.
A strong advocate for mentorship and youth development, Zolana has prioritized capacity-building as a core pillar of Angola’s space strategy. Through targeted programs, international exposure, and hands-on leadership, several young Angolan professionals under the age of 30 have emerged as Top 10 young leaders in the African space industry, reflecting a new generation of globally competitive African space talent.
Internationally, he is actively engaged in global space governance and cooperation, including participation in discussions around the Artemis program, contributing African perspectives to conversations on lunar exploration, space resources, and the future rules of space.
His leadership has earned international recognition, including a speaking role at the White House during the U.S.–Africa Leaders Summit, the ROSCOSMOS Medal “Space Without Borders” following the successful ANGOSAT-2 launch, and selection by UNESCO-IRCAI among the Top 20 Global AI Projects advancing the UN Sustainable Development Goals.
